State Plan Introduction
On behalf of the Wisconsin Council on Developmental Disabilities, I am pleased to present our 2002 - 2006 State Plan.
This plan, which has been approved by the federal government, will guide the work of the Council over the next five years.
The vision of the Council is that all people, including people with disabilities and their families, have the same rights: the right to life, liberty and the pursuit of happiness; the right to be treated with respect and dignity; and the right to control one’s own life and destiny.
In order to develop this plan, the Council sought input from the people of Wisconsin to help identify the most pressing issues facing people with disabilities and their families in our state. Over five hundred people contributed through public hearings, focus groups and written surveys.
The Council reviewed all the ideas that were presented and attempted to address as many as possible given the available resources. We appreciate all the help and ideas we received in putting together this document, and look forward to continued guidance as we work to achieve these goals.
